Is it required to have a picture posted in order to have a personals ad up on Match?

Usually when I post a personals ad I'll get tons of responses right away. I created an ad this afternoon, and was "95% complete", the 5% being a picture which in the past has been optional. I submitted a picture which they declined because my face wasn't completely visible - I had edited it to remain anonymous, but the rest of all the profile was completed. Does it mean they've changed it so that a picture is mandatory? Or is my profile really that bad that I'm not getting any responses??? not even one??
