What software do bussinesses like walmart use to creat their websites?

I have been to several websites that let you host and create a domain but all of them have terrible tools and layouts which do not let you customize the site with all the cool gadgets. Where do I go if I want a professional business website which is capable of doing all the cool features. BTW I am talking about things such as: a on changing colors when scrolling on it, possibly some type of animation, complete customization on where text and pics go, and stuff like that
