Is it safe to get a CD or DVD wet? Or to clean it by submerging in soap & water?

It is completely safe to submerge a cd in water. Completely. The data on the disc is not damaged by water or any other cleaning solutions. The data on a disc is read with a laser. The data is only damaged by scratching the disc.
