1996 Jeep Cherokee lugging while starting out on a hill and turning?

My 1996 cherokee lugs when I am starting out on a hill while turning. That is the only time it does that, and it doesn't make this weird motion on all hills. is it transmission problems or something else? Also my jeep has small tires for a SUV, could that have anything to do with the problem?
