Need Legal advice, urgent.?

Hello, I am asking on behalf of my girlfriend, so please help her. Last year she was involved in several small accidents during winter, including a highway accident where someone left there car sitting on the off ramp of M59 in michigan and she hit it, and a short time after in february 2009 she headed to work, turned too fast around a curve trying to make the light, and clipped a large stone and flipped her car 3 times resulting in mive damage to her arm, and totaling her car. That final accident got her licence revoked until the state and her doctors felt she was compitent to begin driving again. She has been eligable to get her license back for over a month, but her doctor is a hack and refuses to fill out the forms necessary to allow her to drive again even though even to his standards she has far ped all the requirements. her current lawyer works for the company that provided her therapy and is just as impossible to gain help from as her doctor is. She desperately needs help, please what can be done to get her license back, are there any free but Good advice hotlines around Rochester michigan that will help her? please help!
